Unlucky for some?

Thirteen is often considered an unlucky number but with Peru becoming the 51st state to ratify the IMO’s ballast convention and following the monthly recalculation, the percentage of the world fleet now covered is 34.87% just 0.13% short of the requisite 35% needed to bring the convention into force. In announcing the latest ratification, IMO Secretary-General Kitack Lim has reiterated his request to countries that have not already done so, to ratify the BWM Convention as soon as possible in order to establish a certain date for entry into force. Rumoured ratifications that have yet to come into effect include Finland and India with Panama also reported earlier in the year to be ready to sign this year. As things stand there is no obvious movement by any of these countries but the agonisingly slow movement towards ratification is continuing and it would be a brave person who would bet against the tipping point being reached before the end of this year.
