Saint Lucia has taken the number of states ratifying the IMO’s Ballast Water Convention to the half century mark, well in excess of the 35 needed but the percentage of the world’s fleet covered has advanced only to 34.81%. Peru – which was tipped to be the next state to ratify – has still not deposited the documents with the IMO but even if it had the fleet figure would still be short of the 35% trigger point. Following the recount saga at the end of 2015, the IMO is making monthly recalculations of the figure with the next due in around a week’s time when new deliveries and scrappings in June along with any flag changes could potentially provide the missing figures.
